1. The Republic of Sierra Leone has received financing from the African Development Bank (AfDB) towards the cost of the MRU Road Development and Transport Facilitation Programme Phase IV. The Government intends to apply part of the approved amount of this financing eligible for payments under the contract for an Individual Consultant – Technical Assistant to support the Sierra Leone Roads Authority on updating and harmonizing the Axle Load.

2. The services being sought in this procurement comprise of an individual consultant (transport specialist) for the post of Technical Assistant to the Planning. Policy and Research Department in reviewing the existing axle load policy and harmonizing with regional ECOWAS Policy. The TA will include working with various Ministries, Departments and Agencies (MDA) to collate and review all existing information relating to axle load and present findings and recommendations on the way forward in implementing the recommendations. The Executing Agency is the Ministry of Works and Public Assets (MoWPA) and the Employer/Implementing Agency is the Sierra Leone Roads Authority (SLRA).

3. The expert must have a university degree in Civil Engineering or related field from a recognized university and at least 12 years work experience with demonstrated expertise in Trans-+ port Policy and Planning, Road Asset Management Systems. The expert should have a deep understanding of axle load regulations, including the principles behind them, international standards and their implications on road , infrastructure and safety.

4. The duration of the services will be six (6) I months period. The Consultant will be based in the Sierra Leone Roads Authority.

5. Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015″, which is available on the Bank’s website at http://www.afdb.org. The SLRA is under no obligation to shortlist any consultant who expresses interest.
